Introduction

Thank you for trusting Universal Aviation Mexico to support

your next visit to Toluca / Mexico City.

We know that your time is important and that both you and

your passengers have places to be.

This ground velocity guide outlines our arrival and

departure procedure, as well as times involved, so that you

can plan accordingly and set expectations with your

stakeholders.

Arrival & Departure Process:

Overview

• Our FBO at Toluca is just a short taxi away from the CIQ building.

• On average, you can plan for the total arrival process to take ~30 minutes and the

departure process to take ~40 minutes for 4 or less passengers.

COVID-19 Requirements

• Proof of a negative COVID-19 PCR test is currently not required for arrival or departure.

• Passengers and crew must complete a health questionnaire, which can be done in

advance, for both arrival and departure.

• An online version can be found at https://afac.hostingerapp.com.

• Take a screen capture of the QR code that the online questionnaire generates, which

you will present on arrival.

• On arrival and departure, a health official will meet passengers and crew at the CIQ ramp

to collect your QR codes and measure your body temperature using a contact infrared

thermometer.

• Those with a temperature ≥ 38°C will be isolated and assessed if a PCR testing is

needed.

Arrival Process

• Arrival and Deplaning – ~5 min. from doors open

• Contact us 15 min. prior to arrival, UNICOM 133.50

MHz.

• Your aircraft will arrive and park at the CIQ Ramp

(GAT spot 1A-1B).

• We will meet you at the aircraft with the required

Customs and Immigration forms, which passengers

and crew must complete, if you haven’t already.

• We will begin unloading your baggage and bring it to

the CIQ building.

• Customs, Immigration, and Federal Police will

approach the aircraft for an inspection of what was

left onboard.

• Passengers and crew will deplane, undergo COVID-19

temperature screening, and proceed to the CIQ

building.

Arrival Process

• Immigration – ~3 min./passenger

• Passengers will present their passports an

immigration forms to the Immigration Officer.

• Customs – ~5 min./passenger

• Passenger belongings will be X-rayed, and

passengers will present their customs declaration

forms to the Customs Agent after belongings clear

the x-ray machine.

• Passengers will then undergo a random selection

process for additional screening by Customs.

Passengers will push a button. If any gets a red

light, additional screening will be required. (adds

5 min./passenger)

Arrival Process

• Agriculture & Health – ~5 min./passenger

• Officials will dispose of any food and items not allowed (including raw meat, fruit,

vegetables and flowers). Officials may require additional inspection of luggage. Note

that international trash removal incurs a fee of ~$1.10 USD/kg + VAT.

• Federal Police – ~5 min./person

• Officials will perform an independent inspection of all bags.

• Disembark to our FBO – ~5 min.

• Passengers and crew will return to aircraft for taxi to FBO.

• Luggage will be transferred directly via van.

• Note: Passengers are not allowed to exit through the Airport Terminal building. They

must come through our FBO.

• Exit the airport

Departure Process

• Depart from our FBO – ~15 min.

• Crew and passenger bags will be received at the FBO, tagged, and loaded into our van

to be taken to the Customs office for X-ray inspection.

• We will provide passengers with Custom Declaration Forms, which they must

complete (if carrying more than 10,000 USD) and sign.

• Crew and passengers will board the aircraft, and aircraft will taxi to the customs ramp.

• Crew and passengers will deplane, undergo COVID-19 temperature screening, and

proceed to the CIQ building

• Immigration – ~3 min./passenger

• Passengers will present their passports an immigration forms to the Immigration

Officer.

Departure Process

• Customs – ~5 min.

• A Customs Officer will inspect the aircraft to make sure no bags were left onboard.

• Customs will X-ray all bags.

• Federal Police – ~5 min./person

• Federal Police will perform a secondary inspection of bags before they are cleared to

be loaded onto the aircraft.

• One of the crew members and one passenger must be present at the time of the

inspection.

• Final Boarding – ~5 min.

• Passengers and crew will exit the CIQ building and board the aircraft after clearing

Immigration, Customs and Federal Police.

• Cleared bags will be loaded onto the aircraft.

• Aircraft can depart on ATC clearance.

Departure Process

• Special Considerations

• Once departure inspection by CIQ has been completed, the aircraft cannot return to

the FBO/hangar and should immediately proceed for departure.

• If the aircraft needs to go back to the FBO, the whole CIQ departure clearance process

will have to be completed again.

• Special inspection of aircraft, passengers, cargo, and baggage may be performed

by three trained dogs (Customs, Agriculture and Federal Police) upon departures

bound to Central America, South America, and the Caribbean.
