Invest in Kids Act Spring 2024 Administration:
Differences Between SAT with Essay and PSAT 10 & PSAT 8/9
Public Act 100-465 established the Invest in Kids Act. The Act includes a five-year tax credit scholarship program for eligible students
who attend qualified nonpublic schools. A portion of the Act requires that scholarship recipients shall be annually assessed at the
qualified school where the student attends school in the same manner in which students that attend public schools are annually
assessed pursuant to Section 2-3.64a5 of the School Code and that such qualified schools shall pay costs associated with this
requirement.
The Illinois State Board of Education (ISBE) is requiring its public schools to administer the PSAT 8/9 to students in Grade 9 and the
PSAT 10 to students in Grade 10. Schools that must administer these tests to scholarship recipients should follow standard protocol for
ordering these materials via College Board’s SAT Suite Ordering and Registration (SSOR) system.
ISBE is requiring public schools to administer the SAT with Essay to students in Grade 11. Procedures for ordering these materials
differ from the standard protocol due to the unavailability of the essay via the SSOR. Therefore, schools that must administer this test
to scholarship recipients should follow procedures for ordering materials for SAT with Essay through ISBE.

Student Eligibility
All scholarship recipients in Grade 9 must be
tested with PSAT 8/9.
All scholarship recipients in Grade 10 must be
tested with PSAT 10.
Note: The school may choose to test all Grade
9 and 10 students, if desired, please place
order for all students when ordering.
All scholarship recipients in Grade 11 must be
tested with SAT with Essay.
Note: The school may choose to test all Grade
11 and 12 students, if desired but the SAT with
Essay is the ONLY option for the 2024 spring
testing cycle. Schools will NOT be able to use
SAT w/o Essay along with SAT w/ Essay.

Establishing as a Test Site
Identifying Test Staff and Addresses
Administrators from schools serving Grade 9
and/or 10 scholarship recipients must complete
an establishment survey that is currently
available on the IWAS platform. Only
administrators listed in EPS have access to
survey. Please review training video prior to
completing survey. The survey closes
November 30, 2023.
Test coordinators and school addresses will be
listed in the College Board Test Ordering
Services Test coordinators are encouraged to
confirm that the address listed in College
Board’s Ordering System is correct. If a change
of address or staffing update is needed, test
coordinators should call College Board
Customer Service at (888) 477-7728.
Administrators from schools serving Grade 11
scholarship recipients were required to
complete a form to establish their school as a
test site for spring 2023. The link to the form
was sent via email from College Board to
building administrators on September 20,2023,
and closed on September 29, 2023.
Administrator email addresses were provided
to the College Board by ISBE based on
information in ISBE’s Entity Profile System
(EPS). District/school staff must ensure data in
EPS are updated on a consistent basis.
School addresses will be provided to the
College Board by ISBE based on information
in EPS. Test coordinator names and contact
information will be identified by the school
administrator via annual fall establishment
survey response.

Ordering Materials
School staff will order standard and
accommodated materials in College Board’s
Ordering System. The deadline for schools and
districts to order test materials for April will be in
February 2024.
School staff will be responsible for securely
providing ISBE with a student file that lists all
students who will be tested by January 30,
2024. All changes after this date, schools will
need to contact College Board directly.
Accommodations
Students must have approved College Board
accommodations in SSD Online prior to the
ordering deadline to allow orders for
accommodated materials to be placed in the
Ordering System. The deadline is January 30,
2024.

occasionally receive custom emails from ISBE.
