The Northwest Seaport Alliance is a marine cargo
facility operating partnership of the ports of Seattle & Tacoma.
Port Security
The Port of Seattle Police Department provides the primary law enforcement
service at The Northwest Seaport Alliance properties in Seattle. The port police
are the primary first responders for all reported crimes and incidents and
enforce parking and traffic regulations within its jurisdiction.
Speed limit is 10 mph on all Seattle harbor facilities unless otherwise posted.
Call 206-787-3000 or 206-787-3490 to report any suspicious activity. The
Social Media Response line is 206-787-4722.
TWIC Requirements
A Transportation Worker Identification Credential (TWIC) is required for all
Port employees, terminal operators, longshore workers, truckers and others
who require regular, unescorted access to Northwest Seaport Alliance
restricted areas (i.e. marine terminals) and vessels. To access restricted
Port-operated facilities, non-TWIC holders must be accompanied by a
person who has been issued a TWIC and trained as an escort. Leased
NWSA terminals have their own access guidelines.
For more information on the TWIC program:
Visit the TWIC website: www.tsa.gov/for-industry/twic
Call the TWIC Help Desk: 1-855-347-8371
Visit the Seattle TWIC Office at: UES Enrollment Center
2501 SW Trenton St.
(located inside Staples)
Seattle, WA 98106-3206
MARSEC Security Levels
MARSEC security levels reflect the prevailing terrorist threat environment to
the marine transportation system, including ports, vessels, facilities and other
critical marine infrastructure. When entering a Port restricted area, you will
see a sign that identifies the current MARSEC level. At any time, one of three
different MARSEC levels is in effect (I, II, or III). Higher levels may result in
delays.
MARSEC I – the level for which minimum appropriate security measures
shall be maintained always.
MARSEC II – appropriate protective security measures shall be maintained
for a period of time due to a heightened risk of a transportation security
incident.
MARSEC III further protective security measures shall be maintained for
a limited period of time when a transportation security incident is probable,
imminent, or has occurred, although it may not be possible to identify the
specific target.
U.S. Customs
U.S. Customs officials may inspect your container load, either manually
or using the most current technology. The vehicle-mounted VACIS and
Radiation Portal Monitors (RPMs) are non-intrusive inspection technology
that scans containers to identify items such as explosives, drugs or weapons
of mass destruction. The scans help ensure that your load is legal and safe
for transport.

Trucking Information
Keeping the Trucking Community Informed
We work to keep truck drivers and dispatchers informed of upcoming
construction work, terminal holiday schedules and other issues that may
impact access to our terminals.
Text NWSA TRUCKS to 468311 to receive text message updates
(message and data rates apply).
Clean Truck Program
The Northwest Seaport Alliance (NWSA ) Clean Truck Program requires
all drayage trucks entering NWSA international container terminals in
both the Seattle and Tacoma Harbors to have an RFID tag and a 2007
(or newer) engine, or a certified equivalent emission control system.
The Clean Truck Program requirements reduce diesel particulate matter
emissions by up to 90 percent per truck.
Your RFID tag must be registered with your current truck and driver
information at www.emodal.com. While RFID tags are required on
all compliant trucks, individual terminals may use green stickers when
gates are experiencing downtime.
For a step-by-step guide for purchasing and registering an RFID tag, see:
www.nwseaportalliance.com/environment/clean-air/clean-truck-
program
To request green stickers for your truck, register at:
www.nwseaportalliance.com/environment/clean-air/clean-truck-
program/clean-truck-program-stickers
Call the Clean Truck Hotline at 253-592-6200 for more information.
Heavy Haul Network
The Heavy Haul Network (HHN) in the Seattle Harbor allows qualified
loads more than the legal weight limit to be transported on city streets
between intermodal facilities and marine terminals.
Use of the HHN requires a special permit. Permits can be obtained
from the City of Seattle Department of Transportation, Traffic Permits/
Commercial Vehicle Enforcement Division. A Commercial Vehicle Safety
inspection will be required as part of the application process.
Call (206) 684-5086 or visit www.seattle.gov/transportation/
permits-and-services/permits/parking-permits/heavy-haul-
network-permits for details, including a HHN map and list of Seattle
city streets designated as part of the HHN.
Note: Trucks hauling overweight cargo in the Tacoma Harbor require a
separate set of permits.
For heavy haul cargoes on Tacoma streets contact the City of Tacoma
Commercial Vehicle Division at 253-591-5479 or online at:
www.cityoftacoma.org/hhic.
For heavy haul cargoes on SR-509, contact the State of Washington
Dept. of Transportation at 360-704-6340 or online at:
